Special Programs Overview
The Department of Special Programs directly oversees and/or assists with the administration, coordination and implementation of a variety of school district programs and initiatives. These HPISD Special Programs include:
- Special Education Services
- Talented & Gifted Services
- Section 504 Services
- Dyslexia Services
- English as a Second Language (ESL) Services (provided at UP Elementary)
- Coordinated Health Services

SpEdTex (Special Education Information Center) is a resource for families and educators in Texas, providing information on special education services, the Individuals with Disabilities Education Act (IDEA) and related rights, the special education process, and tools to locate services and facilitate collaboration between families and schools.
